Unpaid admin seat option

I would love the ability to designate an user as an unpaid admin or owner, meaning that the account can not use the tool's features, but can administer the Enterprise portal. This would be immensely helpful in allowing my IT team to distribute management responsibilities without consuming a paid seat.
